Thanks for letting us know about this Woa Papa Meme, not sure about the problem but we tested with qbittorrent and uTorrent and it is still downloading in both clients.
Try to close and restart the client it might fix the problem.

Shamaking, not sure why but this is complete when we tested it. did you tried playing a new game where you can choose the game mode?
the installer “setup_postal2_complete_2.0.0.6.exe” is found in the folder “POSTAL2 Goodies 2018-Aug-17-2153” in the root folder of the place where you downloaded the torrent, hope it helped 🙂
